Katherine Escobar

PGB Chair

Katherine Escobar is the Deputy Division Chief for the Joint Staff’s J6 Data and Services Division. In this position, Katherine’s responsibilities include enterprise information technology, enterprise knowledge management, IT policy and standards, including information assurance, cyber security, and distributed networks that include Joint, interagency, and NATO organizations and capabilities.


Carol Geyer

OASIS CDO

Carol Geyer is the Chief Development Officer of OASIS and helps open source and standards communities thrive in OASIS. She plays a major role in setting OASIS strategy, policy, and program development.


Stephen Sullivan

NBAC Liaison

Stephen Sullivan's responsibilities include technical and administrative support to JS J6 DSD in the areas of NIEM Open Project (NIEMOpen), Joint All Domain Command and Control (JADC2), as well as other DSD ongoing initiatives.


Lavdjola Farrington

NTAC Liaison

Ms. Farrington serves as the Data and Standards Division’s Data Analyst within the Deputy Directorate for Cyber and Command, Control, Communications and Computers (C4) Integration (DD C5I), Joint Staff J6. She leads the data architectures and data centricity requirements for Joint All Domain Command and Control (JADC2) to rapidly realize agile and resilient C2 across all domains through integrated and synchronized capability development.


Kamran Atri

NBAC Co-Chair

Kamran Atri is the co-founder of A4SAFE, Inc., which provides program management and information technology expertise to public sector clients in the Homeland Security and Defense sectors. 


Thomas Krull

NBAC Co-Chair

Thomas Krul brings 20+ years' experience in technology and asset management and development. His present position is Manager, Interoperability & Portfolio Management, Chief Information Officer Directorate, Public Safety Canada, where he bridges key responsibilities across initiatives.

Organizations that sponsor NIEM receive a seat on the Project Governing Board where they:

  • Oversee the technical agenda and marketing activities
  • Form a Technical Steering Committee and/or Marketing Group (optional)
  • Appoint Maintainers and elect Chairs
  • Decide which work products to advance through standards process
  • Request OASIS submission of approved work to ISO, IEC
  • Stand out on our website, social media, events, and press communications
